Under SOLAS regulations, ships certified to sail in cold climates must have enough immersion suits for all the crew and guests they are licensed to carry - even if the actual crew on board is lower at a given time - and even if the ship is operating only in warm waters. In addition, extra suits must be stored at remote locations on the vessel.
